City of Oshkosh Appoints Benjamin Krumenauer, ICMA-CM, MPA, to Serve as Director of Administrative Services and Organizational Effectiveness

Oshkosh, Wis. (August 7, 2026): The City of Oshkosh is pleased to announce the appointment of Benjamin Krumenauer, MPA, to serve as Director of Administrative Services and Organizational Effectiveness.

Krumenauer brings nearly two decades of municipal experience, including the past ten years serving as a chief administrative officer in Wisconsin local government. He currently serves as Village Administrator for the Village of Bellevue and previously served as Village Administrator for the Village of Osceola and Town Administrator for the Town of Algoma. Earlier in his career, he held several positions with the City of Oshkosh, including Assistant Planner, Civil Engineer Technician, and Central Services Coordinator, giving him a deep understanding of the organization and community he now returns to serve. He holds a Master of Public Administration from the University of Wisconsin–Oshkosh and is an ICMA Credentialed Manager.

"Ben brings a strong and well-rounded background in local government administration, financial management, planning, operations, and organizational development,” said City Manager Rebecca Grill. “His experience leading municipal organizations, improving internal systems, and building collaborative relationships will serve the City of Oshkosh well in this important role.”

As Director of Administrative Services and Organizational Effectiveness, Krumenauer will serve as a key member of the City's executive leadership team, providing strategic leadership for Human Resources, Information Technology, Risk Management, the City Clerk's Office, and other administrative functions. He will lead initiatives focused on organizational effectiveness, operational excellence, customer experience, and continuous improvement while serving as a strategic partner to the City Manager.
