Joshua Finch Appointed as City Administrator of the City of Waupaca

Waupaca, Wis. (April 15, 2025): The City of Waupaca is pleased to announce the appointment of Joshua Finch, MPA, as its next City Administrator. Finch brings seven years of experience in local government and public administration and will officially assume his duties on June 16, 2025.

“On behalf of the Council, I am pleased to welcome Josh to the City of Waupaca,” said Mayor Brian Smith. “Josh’s background in public administration, proven leadership and passion for our community will be invaluable as we continue to advance Waupaca’s priorities and enhance the quality of life for our residents.”

Finch’s professional experience includes serving as City Administrator in Hillsboro, Wisconsin, where he led transformative projects such as downtown revitalization, the establishment of a local Chamber of Commerce, and the development of a combined childcare and senior center. Under his leadership, Hillsboro secured more than $2.95 million in grant funding, including a $964,000 grant for a park reconstruction project. Hillsboro experienced a 30% increase in equalized value during his tenure. Finch’s expertise in economic development, community engagement, and strategic financial planning will serve Waupaca well as it continues to grow and thrive.
