Lauren Freeman to Serve as Deputy Administrator / Community Development Director for the Village of Waunakee

Waunakee, Wis. (April 16, 2025): The Village of Waunakee is pleased to announce the appointment of Lauren Freeman, MPA, as its new Deputy Administrator/Community Development Director. Freeman brings a wealth of experience in municipal administration and economic development to this pivotal leadership role. She will assume her duties on May 19, 2025.

In her new position, Freeman will oversee Waunakee’s community development functions, including economic development, planning, and housing initiatives. She will serve as the lead staff liaison to the Plan Commission, Joint Plan Commission, Tourism Commission, Community Development Authority, and Sustainable Waunakee Committee. Additionally, this position presents an opportunity for continuity and leadership transition as current Village Administrator Todd Schmidt anticipates retirement in early 2027. Freeman will work closely with Administrator Schmidt, a talented management team, the Village Board, and key stakeholders to gain a deep understanding of the Village’s operations, priorities, and strategic vision.

Freeman currently serves as Village Administrator for New Glarus, Wisconsin, where she’s led several transformative projects, including securing a $4.25 million grant for public library project, negotiating a $1 million TIF incentive to rehabilitate the historic New Glarus Hotel, and spearheading the creation of a new mixed-use Tax Increment District (TID) to spur 179 new housing lots. Freeman also served the City of Sun Prairie, Wisconsin, and City of Cedar Rapids, Iowa.

“Lauren's extensive experience and proven leadership in community development make her a great fit for Waunakee,” said Todd Schmidt. “Her experience in economic development and dedication to public service will be invaluable as we work together to support the Village Board, staff team, and community as a whole.”'

“I am honored to join the Village of Waunakee and contribute to its continued growth,” said Freeman. “I look forward to collaborating with community members, businesses, staff, and elected officials to advance the Village’s initiatives and enhance the quality of life for all residents.”

The search process was led by Innovative Public Advisors (IPA)—a public sector executive recruitment and strategy firm. IPA ensured a thorough and inclusive recruitment that emphasized urgency without compromising quality.
